W. David Holsberry
David is a partner in DCB's San Francisco Office. He represents labor unions and their members in both the public and private sectors. He appears on behalf of unions and individual members in labor arbitrations. He has also been involved in a number of cases seeking statutory interpretations to increase the retirement benefits of public employees and retirees, including the seminal Figuera v. PERS, a statewide plaintiff and defendant class action which accomplished that end. He also represents Taft-Hartley trust funds and individual victims of discrimination.
David serves as a mediator for the United States District Court, as an arbitrator for the San Francisco Bar Association, and as a hearing officer for the San Francisco Office of Citizen Complaints.
